
On February 24 Baruta City Council in a session reminiscent of those held in the last National Assembly, adopted without debate and without consultation, the municipal ordinance amends Local Councils of Public Planning.
But a serious and unusual of this Ordinance not so much the way it was passed, but its content, and those who drafted and adopted.
Ordinance violates the principle of municipal autonomy to validate the government's centralist strategy contained in the Laws of the People, seeking to replace the Municipality as a form of territorial organization, specifically, designating communities as voters for office in the City Local Public Planning, limiting citizen participation Baruta voters who will designate those positions in 2nd grade election.
Moreover, this Ordinance was drafted and approved by a majority of council members who belong to parties of the democratic unity.
Given this fact, the REC is activated to apply for a Town Meeting so that: • It gives
understanding of this Ordinance and its implications.
• Reject the underhand and inconsiderate as intended pass.
• Ratify the citizens rejected the claim of Baruta
National Government to remove and replace Municipalities Communes.
The initiative was supported by the signing of more than 376 signatures of residents of Baruta, and was delivered to Mayor Gary Blair, without having been, until today, no response.
